Yes to this! I run a shelter in Florida that covers six jurisdictions: five cities and the county we are in. Three of our cities are open intake, and three are space-available. Meaning, for those three that are managed, if we have space available, we can take the animals from animal control or the public. It's a complicated model, and there is no perfect answer, but we have managed to avoid euthanasia for space for the last five years.
